Investment Committee

The Board of Directors of ASA (the “Board”) has established an investment committee (the “Investment Committee”) to internally manage, subject to the oversight and discretion of the Board, ASA and has not engaged an outside investment adviser. We invite you to meet the Directors who make up the ASA Investment Committee:

Paul Kazarian
Director since 2024
Mr. Kazarian is Partner of Saba Capital Management, L.P., since 2013. Mr. Kazarian is also Principal Executive Officer of both Saba Capital Income & Opportunities Fund (NYSE: BRW) and Saba Capital Income and Opportunities Fund II (NYSE: SABA). Prior to Saba, Mr. Kazarian was a Director at RBC Capital Markets in the Global Arbitrage and Trading Group from 2007 to 2013. Mr. Kazarian received his B.A. in Political Science from Bates College.

Ketu Desai
Director since 2024
Mr. Desai is Principal of i-squared Wealth Management, Inc., since 2016; he is Chief Investment Officer of Centerfin since 2020. Mr. Desai serves as Trustee of Saba Capital Income and Opportunities Fund II (ticker: SABA) since February 2023 and Trustee of Saba Capital Income & Opportunities Fund since July 2020 (ticker: BRW). He earned a B.A. in Economics from Stony Brook University, and a M.S. in Economics from New York University. Mr. Desai has also received an MBA from NYU Stern in Finance, Financial Instruments and Markets, and Entrepreneurship and Innovation.

Neal Neilinger
Director since 2025
Mr. Neilinger is a finance professional with nearly four decades of experience in global capital markets, credit trading and investment management. He is the founder of Congressional Capital Management and previously served as Head of Family Office Coverage at Jefferies, advising ultra-high-net-worth investors and family offices. Over the course of his career, Mr. Neilinger has held senior leadership roles at major global financial institutions including Deutsche Bank, Lehman Brothers, Credit Agricole and Dresdner Kleinwort where he specialized in credit trading, debt syndication and institutional markets.

He has also served in governance and advisory roles, including board positions in financial investment organizations such as Voya Prime Rate Trust, North Star Gaming a Toronto stock exchange listed company and Sabal Palm Bank as head of the executive committee. Mr. Neilinger holds a Bachelor of Arts degree from Bates College.
